Disk Defragmenter does not work on a Windows XP-based computer

I had an XP Home computer in the shop and was finished with repairs, one of my final steps is to always run Disk Cleanup, Error Checking & Defrag the hard drive. When I went to run Defrag I got a message about Disk Defragmenter was not installed. Mmmm.... I went to Control Panel and then Add/Remove Programs which brings up a list of all programs installed along with Add/Remove Windows components on the left side of the screen but I still could not find a way to add Disk Defragmenter. Then I found this from Microsoft:

The basic steps are as follows:

1) Click Start, click Run, type C:\Windows\Inf, and then click OK

2) Right-click the dfrg.inf file, and then click Install.

That was it!
